प्रादेशिक नियोजन का उ‌द्भव और प्रकार अवधारणा प्रादेशिक नियोजन के विकास । (Concept of Regional Planning)

बाई.एन. पेट्रिक (Y. N. Petrik) के अनुसार, "प्रादेशिक नियोजन प्रदेश के प्राकृतिक संसाधन के उपयोग, प्राकृतिक पर्यावरणीय रूपान्तरण, उत्पादन शक्तियों तथा उसके विवेकपूर्ण संगठन पर आधारित है।" एल्डन व मॉरगन (1974) ने अपने लेख में इस बात पर जोर दिया है कि "प्रादेशिक नियोजन को न तो केवल आर्थिक नियोजन और न ही केवल भौतिक नियोजन के रूप में स्वीकार किया जा सकता है।" अपितु यह एक ऐसा नियोजन है जिसकी रुचि का केन्द्र भौतिक, सामाजिक, सांस्कृतिक, आर्थिक, राजनीतिक तत्वों को किसी प्रदेश विशेष के सन्दर्भ में समन्वित रूप की सोच पर केन्द्रित होती है।" इस तरह की संकल्पना में किसी प्रदेश विशेष की कोई विशेष अनुभव पूर्व समस्याएँ नहीं होतीं जिनके निदान के लिए परियोजना निर्मित होती है। इस तरह की संकल्पना में बहुस्तरीय प्रदानुक्रमण की कल्पना की जाती है। अतः नियोजन प्रक्रिया में प्रदेश (Space) का घटक भी चिन्हित होता है। किसी प्रदेश के विकास हेतु अपने विभिन्न रूपों में एक प्रकार की दिशा निर्देशिका है कि प्राकृतवास, आर्थिकी एवं सामाजिकता के समाकलित विकास का पर्यवेक्षण है। फ्रीडमैन (1972) के श...

मध्यप्रदेश की ऐतिहासिक पृष्ठभूमि ( गठन) मध्यप्रदेश 1 नवम्बर, 1956 को अस्तित्व में आया और 1 नवम्बर 2000 को इस मध्यप्रदेश से छत्तीसगढ़ अलग हो गया, परन्तु इसके पूर्व (1956 के पूर्व) इतिहास के पन्नों में इसका स्वरूप कुछ और ही था। सन् 1857 की क्रान्ति ने प्रमुख रूप से सागर-नर्मदा क्षेत्रों को ही प्रभावित किया था। दक्षिण भारत में केवल कुछ छींटे ही पहुँच पाए थे। यही कारण है कि अंग्रेजी इतिहासकारों ने यहाँ की शांति व्यवस्था की खूब सराहना की है। नागपुर के कमिश्नर लाउडन तथा उसके डिप्टी कमिश्नरों ने अपनी रीति-नीति से इस क्षेत्र की शांति व्यवस्था को कभी भी भंग नहीं होने दिया, जबकि उत्तरी क्षेत्र बुन्देलखण्ड एक खौलती हुई कड़ाही की भाँति बन गया था। अतएव भारत के मध्य क्षेत्र में शांति स्थापित करने के लिए यह आवश्यक था कि बुन्देलखण्ड का समुचित निपटारा किया जाये। सन् 1858 में बुंदेलखंड का अंग्रेजी अधिकार क्षेत्र उत्तर-पश्चिम प्रान्त का एक अंग था। उत्तरी बुंदेलखण्ड के झाँसी, जालौन, बांदा और हमीरपुर अंग्रेजों द्वारा कब्जे में ले लिये गये थे और इनका प्रशासन आगरा स्थित लेफ्टिनेंट गवर्न...
